论述了全球电子烟市场发展趋势,以及由电子烟引发的争议;针对各国政府对电子烟管制的现状,即严格禁止、纳入药品管制、纳入烟草制品管制或作为消费品监管四种类型,分析了电子烟管制的趋向,提出了我国加强电子烟管制的可行方案:立足我国国情和电子烟市场发展实际,把电子烟纳入烟草制品进行管制,促进我国电子烟市场早日走上法治化、规范化、科学化发展轨道。
Abstract：The development trend and related controversial and regulatory issues of electronic cigarette were reviewed on a global perspective. Regulation in accordance with China's national conditions was proposed, i.e. e-cigarette should be regulated as tobacco products in China. Its standardized and scientific development must comply with either of the existing four types of regulation measures, namely strict prohibition, regulated as medicinal products, as tobacco products and as consumer goods.
